Professional Experience

Mr. Ustin’s practice focuses primarily on advising institutional providers and insurers on navigating the complex statutory, regulatory and economic landscape surrounding health care delivery in New York State. Mr. Ustin represents such clients before the Department of Health and other state agencies, before the New York State Legislature and in complex transactions with other providers and insurers.

Previously, Mr. Ustin served as Deputy Director and General Counsel to the New York State Commission on Health Care Facilities in the 21st Century, a state agency charged with recommending massive restructuring of the state’s hospital and nursing home industries He also served as the Commission’s sole liaison to the Department of Health, Public Health Council, State Hospital Review and Planning Council, Dormitory Authority and Division of the Budget.

Before that, Mr. Ustin worked as Assistant Counsel to the Governor for Health, Mental Hygiene and Aging, in which capacity he advised the Governor and his senior staff on all legal issues in the areas of health, mental hygiene and aging, and was instrumental to the passage of landmark legislation in the fields of institutional health care reform, long term care reform, patient safety, and health care decision making. He has also served as Chief Counsel to the State Senate Committee on Health, where he was a primary author of groundbreaking legislation in the fields of patient rights, health care quality and technology.
