Professional Experience
Ms. Boynton’s active and strong policy background complements Manatt’s state and federal policy objectives. Her knowledge of the government space, in particular her experience as a member of the Governor’s Senior Staff and as Undersecretary of the Health and Human Services Agency, establishes Ms. Boynton as a well-recognized, highly respected, and extremely connected figure among government leadership and their staffs. Ms. Boynton offers insight into state department and agency structure and decision-making.
In her role as Undersecretary, she was charged with administering state and federal programs for health care, developmental services, mental health, social services, public assistance and rehabilitation. She, along with the Secretary and Deputy Secretary, managed over 30,000 employees and a budget close to $80 billion. Ms. Boynton’s position required her to analyze and resolve major program, fiscal, public policy and legislative issues and meet regularly with state department directors, members of the Legislature and their staffs and representatives of public and private stakeholders.
Ms. Boynton offers hospital and health system clients an intimate knowledge of the California healthcare regulatory environment and extensive experience with hospital compliance efforts and government investigations in Sacramento.
In addition, her private sector consulting background provides a strong foundation not only in forging new business but also in structuring work product and driving collaboration among disciplines.
Prior to her role as Undersecretary, Ms. Boynton served as Chief Deputy Cabinet Secretary in the Office of Governor Arnold Schwarzenegger, where she was responsible for the Executive Branch’s daily operations. There she worked closely with others in the Governor’s Senior Staff and Cabinet on complex matters of policy and management, including budget development, policy development and aligning policy interpretation and implementation among agencies and departments. Ms. Boynton maintains those relationships with the Governor’s Cabinet and other Senior Level Staff today.
